Active Defense won't activate
Known bug. It's been happening since at least Issue 16, and maybe even earlier.
It also affects Super Reflexes' Practiced Brawler and a few other self-buff click powers when set to automatically execute.
Main Hero: Chad Gulzow-Man (Victory) 50, 1396 Badges

Yep, known bug. I can get around the issue by using the ESC key, i.e. I hit the ESC key and the queued auto-command fires. Works on my /SR characters.
I have only noticed the issues in city zones, not on missions so ymmv.

Also functions when you target an enemy. Cuz mitigation powers don't mean much when you're not in combat.

Maybe, instead of being categorized as "self, single target" like it says int eh detailed info, it could be trying to target the npc and activate as a "friendly target" power with a coded in clause that will only let it affect the "friendly target" if the friendly is "self".
They probably just need to remove the "get target" check and set it to automatically "target self and activate".

It would also suck if you ever wanted to use the /assist function.
You can't have your mez protection then.

It was around for few issues now. I think I noticed it around i14 or so. So, I wouldn't hold my breath that it will be fixed anytime soon.
It happens to all powers set on auto-fire not only Active Defense. Hasten, AOE heals, domination... you name it.

My guess is that they broke the "target check" part of it. It shouldn't be checking the target and returning "invalid target", which is likely what is happening. It should just automatically cast on the person who cast it without doing the target check.
Additional information:
Playing last night, I ran into several instances of PB not firing off even though it was recharged, I was IN combat, and I did NOT have an attack queued.
Something is not working as intended.

It will show that it is recharged, but will not activate.
It happens after loading screens, the enhancement management screen and the tailor screen.
My guess is it has something to do with the powers "refreshing" or just the graphics refreshing when your screen changes.
Hell, it could be another issue with the DBserver.

Although right now, I'm much more annoyed and aggravated by the crashing then login issues right after because of the DBserver and the "infinite lag" where my ping goes from 200 to over 4k or higher for a minute then snaps back down to 200 like it never happened.
It's definitely the server because the npc enemies lag as much as I do when it happens.

That's why I have this issue. I hate having mez protection down especially when it is caused by doing something I have to do, target an npc to do business.
Well, it would be nice if it was up while I was targeting something like a store npc or the Praetorian tailor in case some enemy wandered, or was lured, by and aggroed onto me.

If an autofire power is not firing off while in combat and while you have an enemy targeted, that's one thing.
Having autofire powers go off while people are AFK at the stores is nothing but a nuisance to the playerbase.

Mez protection only works BEFORE you get mezzed, except in special cases. That means it needs to be up and any time it is down while you have enemies nearby is bad.
It's not just a quality of life thing, especially since it used to work as intended.
Also, the "says it is recharged, but won't activate" thing is definitely a problem for click powers that aren't on auto. It would really suck to try to activate it when you need it and just find out you're wasting time you could be tryign to save your hide with another power.
Of course, the mez protection being down isn't an issue for those with toggle mez protection so I guess you could say "play a different power set with a toggle" despite the fact that it is broken and needs to be fixed.
You can't solve a clear problem by saying "just go do something else", Bill.
Well, I guess we'll just have to make it usable while mezzed then or move all store and contact npcs inside a building away from combat so that we never have an enemy sneak up on us when we happen to be shopping or reading the story.

1: Enemies randomly walking up to store contacts are very rare. If they are doing so at regular intervals, then it's a spawn pathing issue and has absolutely **** all to do with mez protection.
2: Go take your whine about PB/AD not firing off when idle to all the archetypes that don't have mez protection at all. See how quickly they all say, "So the **** what?"
3: Before, auto-powers were constantly firing off in places like Wentworths and the Black Market and players like me got sick of it. So the devs tweaked the code so that auto-powers would be far less of a nuisance. It is now working as intended.
4: The recharged but won't activate issue While In Combat With An Enemy Targeted is a real problem that should be researched by the developers.
5: The last sentence in your post is too stupid to bother with... much like your understanding of basic troubleshooting.

Active Defense will not activate when you have it on "auto-click" if you are targeting a friendly npc.
This should not happen because it is a "self buff only" power.
This has been bugging me a lot lately.
It will, also, not activate after some doors and/or loading screens and the tailor or enhancement window.
This is very very annoying.
