I'm pretty sure the dripping slimy aura has already been used for, ahem... lunar cycle purposes. This will just take it to the next level.
John, that's actually a reasonable use of "red water". 
I was thinking it could be used in a straight forward way to simulate a Blood Mage type character.

There's also the dev logic of wanting to spread out new sets more and not having a preview writeup like Water Blast got. I would figure Nature Affinity and Bio will go live before I24, especially since I24 isn't even in subscriber beta yet.

It's banal and stupid. It'll be an easy indicator to know who not to bother wasting time with for anything, no matter how empty the server seems.
