Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.
I'm guessing it will have a chance to heal you every time it fires.
I have absolutely no evidence or knowledge to back up that guess! This is how I got my post count, yes.

From the text it would seem that it heals you. But who knows?

Assuming that it works like every other proc in a pet: It will attempt to fire on you when you summon the pet, and it will attempt to fire on the pet every time the pet attacks.

Well that doesn't sound useful at all, seeing as the drone is resistant to heals. And even if it bypassed it, it does well enough anyways. I guess I'll just stick with the Hold/End Drain procs. (Unless there's a negative to that?)

don't bother, I've been going for weeks and it doesn't help. i'm trying to slot chance for hold in my kids now, the cat, my boss, it's out of control.
