I'm guessing it's because there's less than a month until the Halloween event starts, and people feel they can wait that long for their fifth costume slot.

Also, AFAIK, there's nowhere in Praetoria to hand in Hallowe'en salvage anyway (and if I'm wrong, someone please let me know). Then by the time new Praetoria toons pop out into Paragon or the RI, they're ready to run their level 20 costume slot mission.


Now I'm wondering if there is such a thing as Hallowe'en in Praetoria. Maybe you knock on doors and Clockwork give you delicious pieces of candy with Emperor Cole's face stamped on them.
