If I take my Villain hero side...
I would think so. I thought both Epic ATs unlocked when you got to 20, but as I had my kheld prior to my VEAT, and they were both 50's I can't tell you yet.
I understand it used to be level 50 and that it does not take long as I have already leveled 1 character to 50 and another is currently 45 in the short time I have had this game.
However it seems silly to level a character to 20 just to dump him in order to play the class I really want to play. That said, I will do so if it's required.
I am still curious if anyone can confirm this or not... hmm maybe I should do this as an experiment as I am sure most of you have been playing CoH much longer could not test this.
I can't confirm it personally, but according to the manual, you need to level a hero archetype (blaster, controller, defender, scrapper, or tanker) to 20 to unlock a Kheldian and a villain archetype to 20 for the Arachnos EATs. It sounds like the archetype matters more than the alignment, but I could be wrong.

Reason I ask is that my 3rd account has a level 21 villain yet because she hit 21 back in i15/16 VEATs are still locked (consensus of opinion in Defiant Events was that I needed to force her to level/gain a level to cause the EAT to unlock). So it still might be possible.

If you take your villain hero side, odds are he will want to unlock his cape.
When he runs the hero cape mission, he'll probably ask why he has to travel to the far ends of Skyway and Independence Port.
When he's finished, he'll ask where the nearest Tailor is.
When he goes to Serge, he will ask where to find level 20+ Tsoo.
When he goes to Talos Island to battle the Tsoo he will see Wentworths Market.
At the Wentworths market he will see the notification of a zone event in Atlas Park.
Not knowing all the shortcuts to Atlas Park from Talos Island he will make the long trek back.
When he gets to Atlas Park the zone event will be almost over.
Odds are a costume contest will be announced after the event ends, so he will enter it.
While in the contest he will realize he never returned to Serge to unlock the costume slot and use his new cape.
After losing the costume contest he will remember how little zone traveling there was villain side.
And chances are when he remembers that he's going to want to return to villain side.

This explanation sounds most plausible.
IIRC this was tested in beta.

Epic Archetypes are unlocked not when you train up, but when your combat level changes from 19 to 20 via XP. To unlock a Kheldian, you need to be on a Hero as you get that 20th experience level, which mans Villain archetypes cannot unlock them.

Then again, others have already pretty much confirmed the speculation that hero and villain ATs unlock hero and villain Epic ATs regardless of character alignment. Which makes sense, but is... Odd. Now that it's level 20 and THIS problem presents itself, why not unlock BOTH with either 20?

Will it count as a level 20+ hero to unlock Kheldians? I am just curious as I have never played hero side and want to try a Kheldian.
