Is Kismet Accuracy +6% now bugged?

I had a quick search on the for forums but didn't see anything (maybe its old news) but I believe since the new issue Kismet accuracy +6% is now bugged.

I have Kismet accuracy +6% slotted in combat jumping and when I activate it I see my "to hit" increase. However as soon as I deactivate it my "to hit" decreases instantly instead of remaining for 120 seconds.

Is this a bug that has slipped through or have I missed something?

It is an intentional change to all of the 120 second duration IOs in toggles. Castle told us in Beta that this was the intended behavior for them, but it didn't make it into the final cumulative patch notes for Issue 18.

Working as intended. All of the '120 procs', as of I18, activate and deactivate with the toggle they're slotted in (if they're slotted in a toggle, that is).

Yes. In autos, they're always on as long as the power is active (if you exemplar to the point where you don't have the auto power, then the Proc120 also stops working since it's a Proc).

In click powers, they're on for 120 seconds.

In toggles, they are now on when the toggle is on and off when the toggle is off.

Why would you turn off combat jumping during a fight?

If you slot them in click powers is the duration renewed when you activate the click power again or is it stacked?

Most if not all the 120s should not self-stack.

Especially uniques.

In PvP, because you might need SJ instead.

In PvE you can get toggle-dropped by malta sappers.

You might put on ninja run to help you get out of caltrops faster.

You might be literally that desperate for endurance that the .16/sec matters.

You might be having a hard time maneuvering with speed boost on and need to slow down.

You might be jumping too far to land on a narrow walkway.

I can think of lots of reasons.
