Build up proc in tactics ?
Please read the proc.
If it says "Target" then it's whoever is targeted by the proc (so everyone under the effect of your Tactics). If "Caster" then it's just you.

If you are using Gaussian's, you typically want the entirety of the set for the defense bonus, though the endurance recovery and damage buff aren't shabby.
I couldn't recall which Gaussin's was (was thinking caster, though).
For pets, if you were able to slot it into a pet it would have a chance to trigger for each individual pet whenever the power that the pet has that takes the proc triggers/is used.

Some prefer to put it in build up, giving a fallacious argument about "wasted" chances to fire. Unless you hit buildup every 10 seconds during combat, slotting it in tactics or focussed accuracy means it goes of MORE often than if you put it in buildup.

After 90 seconds, the recharge of Build Up, you have a 45% chance that the power should have gone off. After 180 seconds, that rises to 90%. You can expect the build up to occur after about 190 seconds have passed, but that's not a guarantee. Also, you might not even be fighting when it DOES go off.
Still, it's a percent chance. I After three minutes I expect it to go off, but it might just ignore me for another 2 minutes, or it might activate twice in a row.
I don't think it's that great. I definitely wouldn't slot it without the whole set to take advantages of set bonuses. As it is, I think of it as a pleasant bonus, but nothing I'm relying on to increase my damage in any significant fashion.

They have Tactics. So it would affect themselves atleast.

If they ever create a pet with claws and follow up, then this would have a chance to fire each time the pet used follow up. Note that it is a chance not guaranteed.
This is currently how the soulbound proc works. It has a chance to trigger on you when you summon the pet, then it has a chance to trigger on the pet every time it uses any attack at all. Very handy.
@Chaos_Reaver: But they only "use" tactics when first summoned and upon zoning. So it would "only" be checking every 10 seconds.

who will be affected by the guassian set proc of buildup if it is slotted in my 'Tactics' ?
will my bots?
will my team mates?
does this also mean that if I slot a buildup proc in my one of my bot slots, that all my bots get buildup or just that actually bot that hit a mob to 'proc' it ?
please help me with this if you can
