No, it can be through multiple mayhem missions. You won't find enough to get it in a single mission.

Can you get this awarded as a Rogue? Or do you need to be full villain?

I haven't been keeping track but I am "sure" I had gotten enough to have this awarded.

Those are not badges that "only a pure alignment can get", rather those are badges that "only someone on the correct side can get". For the purposes of those badges, Rogues still count as Villains and Vigilantes still count as Heroes.

In practical terms you will always get the badge after turning from a "halfway" alignment to a "pure" alignment (getting credit as a Rogue and then turning Hero, or getting credit as a Vigilante and then turning Villain), but that's because 1) you can only gain credit on the other side's badges as a "halfway" alignment (Heroes can't log out in Villain Day Job locations, only Vigilantes can do that) and 2) changing fully to the other side always puts you at a "pure" alignment first (Vigilante -> Villain, Rogue -> Hero).

But that has no bearing on Rogues going after Villain badges or Vigilantes going after Hero badges.

It's not. My main, a vigilante who's never been a villain, has the badge.

However, with the exception of Reformed/Villain, none of the badges required for Uninsurable/Force of Nature have progress bars on a vigilante. I have most of them now (I'm a few arsons short of (Reformed) Firebug), so they're available.

Yeah I dinged this last night as a Rogue. Just wasn't patient enough I guess.

Yeah, it's just been too long since I got that badge I guess (that is why I said it "may be the case"). Oh well.

This is incorrect. Rogues and Vigilantes operate exactly the same as far as badges go -- Vigilantes count as "pure heroes" (as you put it) for the same type of badges that Rogues count as "pure villains" for.

Sorry for being confusing; I specifically had villain badges in mind. As you say, for the hero day job, etc. badges, the reverse is true: vigilantes can earn them, rogues can earn credit but need to switch to hero to get the badge itself.

As a related FYI I've recently been soloing PI Mayhem missions to work on the Mayhem related badges for one of my alternate badgers. Starting with zero progress I got the Vandal badge during my fifth complete run of the Mayhem. When I say "complete" I mean I took the time to destroy every single pay phone, fire hydrant, etc. that was available to get during each run.
