Best AoE ranged Secondary for Arch/
The only secondaries I can think of for blasters or corrupters which have AOE damage are:
Mental Manipulation has a cone
Trick Arrow has oil slick
Storm has freezing rain (minor damage)
Cold might have on as well, don't recall if it does damage if it does, it's minor damage like Storm.
Are you asking what secondary supports the best ranged AOE damage for the overall build? Kinetics is never a bad idea once you get to fulcrum shift.

While Kinetics won't offer additional AOE, what it does do is bring back your own Primary AOEs faster and gives you a substantial increase in damage.
Cold Domination will give you additional AOE damage with -resist in it, so that's really helpful as well

Dark Miasma will give you tar patch to drop their resistance for your AOEs.

Archery/Mental Manipulation Blasters can be a lot of fun.
I've currently got Mental Marksman sitting at 28 over on Infinity. Actually thought about porting him to a lower pop server so I can play him while I wait for the crowds to die down.
Archery has virtually no flash though which is why I paired it with MM to begin with. It's a very silent and non-visual primary but does have some nice attacks.

/Energy of course. This is the only secondary that offers the Boost Range power. If you don't have enough global recharge and you actually need another AoE attack you may wish to pick up the Electric Epic for Static Discharge.
Better yet you could go with Mace or Mu and pick up an AoE immob AND another cone.

Well, for blasters, the only secondary powers which will increase your ability to do AoE damage at range is Build Up, which is available in every set barring devices, and Psi Scream from Mental (it's a cone). There are however a fair few melee AoEs around.
For corruptors, only Storm (through Tornado) and TA (through Oil Slick) have significantly damaging ranged AoE powers (though the former is hard to really leverage). However, there are a wide selection of sets which can enhance the damage you do. Dark, Rad, Storm, Cold and TA all have ranged AoE -resistance. Traps does too, but AM is more effective, at least on large spawns, if you drop it in melee, though you can always run back to range after. Kinetics can boost damage and recharge, though to really gain the most, again you need to be in melee.
For Blasters, you really have two options. /Mental gives you more AoE attacks and /Energy gives you more range, which lets your cone hit more targets and makes your existing AoEs a bit safer to use. Both are good... Archery/Mental has an insane amount of AoE damage and Archery/Energy can deal considerable AoE from very long range. Boost Range + Aim or Build Up + Rain of Arrows + Explosive Arrow can wipe out every minion in a spawn from 100+ feet away (or 120 feet with +range slotting) before they ever get a shot off so how much more AoE do you need?
For Corruptors, I'd recommend Storm or Dark. You don't need AoE attacks in your secondary, you need AoE resist debuffs which magnify your Archery attacks. Tar Patch and Freezing Rain are both excellent for that purpose. Personally I'd go /Storm and slot Freezing Rain with an Achilles' proc then unload a tornado and some lightning on the survivors... but then that's what I do with every Storm Summoner I make. It never gets old...
