Sorry for the OP being less-than-optimal...was running out of time to go somewhere and wanted to post before I forgot 
But yes, my toon is a full villain (lvl 50 kin/rad Defender)...hasn't had any issues with other badges yet either 
(except for Surging which isn't a bug I guess technically).

Yeah I was hoping that was the case...so I did finish the next mission "Steal Protean's funds" mission. Did that, no badge :/

Hmmm...okay so I log in this morning to /petition this....look at 'Most Recent' badges and there it is...Explosive Finale. I guess I didn't see it somehow?

I've seen a few cases where I should have gotten badge X for something and not get it until I've re-loged. I think the system sometimes gets a little "out of sync" and doesn't register the badge exactly when it's supposed to. I suppose you can technically call that kind of thing a bug, but since it sorts itself out I usually don't bother to report it anymore.

Checked the most recent tab and there it was..
Hi Guys,
and same no "Pop up" for me on that badge and I also had the same with " Army of Me" badge.
Playing solo both times and had other badges award and notify as normal in betwen.
Am a Villain Hero.
Both missing award mesages during last play session a couple of hours ago.
Edit to add: I checked my Most recent list as soon as I exited mission and the badge was there on both ocassions.
