Just tested on my /SR scrapper. Never even turned Tough on.
The +3% showed up in my combat attributes as per normal.

Then i seem to be out of luck i sent in a request and have not had any reply other than the usual cgi to my email.
Its on 5 of 10 of my characters taht have it. All of my 5 are on click powers so i think its something like that.
even though it used to be on all the time. Also when i click said powers such as my blasters force of nature it will not work
People have been saying that slotting resistance sets in Force of Nature is bugged. I believe Castle recently caught onto it and is looking into it. If that is the source of your problem, then hopefully a fix is coming.
