AFAIK, when you purchase GR, you will get 2 slots with it. Those not buying GR will not get the 2 bonus slots.
Right now, slots are having issues. Transfers don't happen, but tokens are decreased, deleted characters aren't actually deleted, and new slots can't be redeemed. Hopefully, it'll be fixed tomorrow.

Not only have I not received my 2 slots, but slots that I had previous to GR are now missing, along with the characters that occupied them. After logging out then back in, a few returned, but some are still missing.
