Sometimes, hostages can be hurt by enemies' AoEs, even when the enemies can't target them. In these cases, they can be killed, and if the mission has no failure conditions set, you end up unable to complete them. I think that the mission you're talking about is one of those.
Your only options are to /petition and wait for GM help, leave the mission and reset it, or use the auto-complete function.

Do hostages not use the new "highlight last objective" tech from I17? Because if they do (and I'm honestly not sure), your map is almost certainly bugged if the hostage isn't showing up.
Other obvious solutions: check to make sure that the "last objective" icon (the poorly-drawn white starburst icon) is selected under the map options.

did you go in all of the rooms and up all the stairs? that is a council base after all. he is probably hidden in one of the off rooms.
It could be a body bag. Turn up sound and listen for the humming.

If you had petitioned odds are a GM would have been there within 5 minutes. At least I've never had to wait longer than that. Quint is right though. Council bases suck because there are so many little crawl spaces hidden behind blind corners and back walls that even though you expose all the map you may have not been in all the rooms.

Ive spent basically the last 30 min looking for this last kidnap person and I can't find it no matter what. Hopefully they give us a kill hostage option in Going Rogue because this ****** deserves it.
So anyone know where it is so I can complete this mish?
