Take super speed at level 6 slot a celerity in it as soon as you can slot one. You get PvE invis that you will always have no matter what level you play at for a single power pick, a single slot, and minimal endurance use. you also get the fastest travel power (barring range boosted teleport) in the game.

otherwise the earliest you can get that is lvl 9 if you exemp

Yep, I can usually sneak close enough to a small group to sling caltrops, web one, beanbag another, put a slug in a third (maybe knocking him down), then cycle through my targets again.
Frankly, for a 60 month vet I see no good reason to take Stealth when Super Speed provides travel + stealth. Even for anybody not at the 60 month point, Hasten is such a help in most builds that Hasten+Super Speed is better than taking Stealth.
Plus, you have the option of getting a Celerity +Stealth IO in Super Speed (but they are expensive) to turn it into full invisibility. Or, you can stack Super Speed with any other kind of stealth (Cloaking Device, Steamy Mist, Arctic Mist, Shadowfall, Shadow Cloak, etc.) to get full invisibility.
With the availability of other options for vertical travel available to everyone (Raptor Pack, Zero-G Pack, Jet Pack, GvE Jump Jet, etc.), Super Speed is a far better travel power than it used to be.

Just what is the Stealth cap? Stealth is measured in feet, at least in MIDS. Cloaking Device and Superspeed both give you 35ft of stealth, and the Stealth IO is 30 more. Is 65ft of stealth enough for all situations? Is 100ft of stealth overkill?
EDIT: nevermind, I found my answer here: http://wiki.cohtitan.com/wiki/Stealth
What do you think about taking Stealth early, then respecing later to get rid of Stealth and add Cloaking Device and another attack power? So far, I like the combination of Stealth and Ninja Run (in a build with no major movement power).
