Seriously though, I get the feeling that they want to make it abundantly clear which road you are going because going back would take a lot of time. That doesn't mean that the consequences of an action have to be simple or boil down to an obvious outcome. Just that you know where your alignment is going to shift as a result.
I know what you are getting at though. The first time I played Dragon Age and made my decision after dueling Loghain...I had no idea that maybe later on I would have liked to reconsider it. It was actually nice to not realize the longterm consequences of my actions.

For example, think about the Primal Earth Freakshow mentality, with them raging against "the system" - then think how Praetorians with the same mentality would react to a geuine tyranny? If you're an evil anarchist, who thinks all authority is bad, then just imagine how you'd react to a real dictatorship.
Or, while you might be a jackbooted thug swaggering around and enforcing the dictatorship, the Syndicate, for example, are still an actual criminal organization - so just because you might spend the morning arresting the family of someone who spoke out against Tyrant, that doesn't mean you couldn't spend your afternoon fighting genuine criminals.

Unfortunately for you there is hardly a concrete value for "fewest dead people". In the case of an open civil war between Praetoria's enforcers the Resistance members, the casualties would sky-rocket on both sides.
You either get in and cover your hands in blood or you watch on the sidelines, waiting for a stray bullet to reach you.
