Blaster AV Killer? Really?
I'd say go Fire/MM build for high recharge and high ranged defense and just kite in and out of melee. You won't really need to build so much for regen because you'll have drain psyche.

Dark/Shield Build Thread
You can soft cap a Blasters range Defense. I've done it with a few builds I am toying with on MID's. Haven't settled on what powers I want though.
A quick build with Fire/MM that is soft cap for Range Defense. Warning though the build may not be 'good'. I am still learning the does and don't of Blasters. What are the good attacks and bad ones from their sets.

It seems like Rain of Fire, Psychic Scream, and Drain Psyche need some love. I'd put more slots in them, drawn from some of the ones I'll recommend removing from other powers.
I'd not six-slot Health. You're going for the 3.75% range defense bonus, but the buffs on recharge and endurance are entirely wasted. Bust this down to two or three slots max. Maximizing range defense almost 4% is awesome, but not when you could maximize the damage and accuracy and recharge of one of your attacks by 40% each.
Same goes for Stamina. Two slots max.
I recommend some knockback protection. You can use the kb prot enhancement from the Steadfast Protection set, and put it in Tough (maybe using one of the slots you took out of Health). I find kb to be one of the most frustrating things that can happen to a guy, and it also kills your dps.
I don't think I'd four-slot Tough. The .63% range defense isn't worth it. Same with Fire Shield, probably.
I'd get the +Recovery and +Regen proc out of Drain Psyche and into Health. Since Health is an auto power, the procs will never turn off. With Drain Psyche, they will have only a 15% chance of turning on each time you hit DP, and will last... 120 seconds? Something like that.
Look for Silverado's posts, he has a link in his signature to shots of his characters soloing all sorts of things. Including AVs and GMs on a blaster. It was /MM but I forget the primary.

Silverado's GM Killer was a Fire/MM, but he didn't cap ranged defense, instead he went for 30-ish ranged (and AoE I think) and used small purples conservatively. I think he did that so he could have more +rech and +dam...

Hey, so I'm doing this on my phone so forgive grammer and spelling errors. My Energy/Device blaster solos AVs all the time. The first AV I soloed was Neuron in the Maria Jenkins arc. That was pre I-19 and it took a lot of inspirations and well timed strategys. Now however with incarnate powers and all it's rather easy, I even solo'd 4 of the 5 AVs in the Viridan Council mission where they come after you one after another. Basically though my build is centered around def and damage though. Most of my defenses are around 25-30% and my S/L res is somewhat decent as well, that along with smoke grenade it makes avoiding damage a little easier and caltrops makes kiting extremely easy. Also using pets and or shivans on harder AVs like ms liberty or ghost widow I feel is allowed lol, although at that point it's more the shivan than you. I have not been able to solo GMs though only tried a few times however but it seems like more work than it is worth. Use inspirations often purps and oranges are very helpful as well as blues, bring some greens too for those lucky and big hits
It doesn't really count as soloing if a Shivan brings someone along to help.
Beam Rifle looks like it's got a good set of AV-soloing tools- self buffs, regen reducers, lots of big single-target [or ultranarrow cone] hitters. If I was going to try this, and I'm not because I soloed one AV one time (on a Stalker) and that was enough for me, I'd go for all the +HP from accolades, capped Ranged defense and respectable Regen. (five sets of Thunderstrike at 3.75% each, 6% from Steadfast and Gladiator's, 5%ish from Weave, that's 30% for starters. 2.8% (?) from Combat Jump, 2.5% from six Gaussians, after that it gets tough.)

I've heard tell that a blaster can solo an AV, or even a GM. I assume this would require MM secondary (for the -regen)... but how the heck could you ever live through a few seconds of the AV's attention?
My only thought is that you could build up a very high Range defense via power pools and IO's... I doubt you could soft cap, though. And build up a very high regen with health, procs, and other IO's... but again, how high can you go, really?
Are there other build and/or combat strategies that people can see that I'm missing?
