At the risk of being overly pedantic, the word "ineffective" does not mean "less desirable". Red SOs are ineffective. They provide no benefit. The procs on these new enhancements are ineffective at 20. But the stat boosts are still just as effective as they were at level 1.

Yes, because the special enhancements that are the topic of discussion are dual-aspect. They buff both damage and recharge at DO levels but can be slotted at level 1.

That's true. They won't be quite as useful, but that doesn't mean they're ineffective. Since their values don't degrade I'll probably keep them slotted until I finish setting the rest of my powers with common IOs.

OK, thanks. I wanted to make sure I was understanding right, before I opened my mouth and inserted my foot (yet again).

All the enhancements enhance damage/recharge 16.66%

For the Proc part:

Clockwork Efficiency - 10% chance for 0.5 scale Energy Damage

Might of the Empire - 10% chance for 0.67 magnitude Knockback

Resistance Tactics - 10% chance for 0.5 scale Smashing Damage

Syndicate Techniques - 10% chance for 0.5 scale Lethal Damage

Will of the Seers - 10% chance for 0.5 scale Psi Damage

Keep in mind that normal procs are usually 20% chance for scale 0.67 damage
and purple procs are usually 33% chance for 1.0 scale damage.
These will have a 10% chance do roughly 5 damage at level 1, and 28 damage at level 20

All descriptions read:

"Additionally, the power that the <Enhancement Name> enhancement is slotted into will have a 10 percent chance to <Proc Effect>, however this effect will cease to trigger once the player reaches level 21."

So these will be moderadely useful at the low levels, but not enough that having them is unbalanced against anyone who doesn't

Well, I don't want them enough that I'd buy GR CE just for the enhancements. But I also held off on pre-purchasing GR, so I haven't gotten it yet. And GR CE comes with subscription time (IIRC the pre-purchase doesn't), and the GameStop deal comes with a $15 mouse pad (oh, sorry -- 'desktop skin') with a Desdemona picture. Apparently, the mouse pad is high-quality, too.

So sell the Desdemona pad for $15

If you slot two of them you'd have
33.3% Dam and 33.3% recharge AND two shots for 10% small damage.

If you were able to slot two level 4 SOs at level 1 you'd at best have
38.33%/38.33%, and +0 SOs are 33.33%.

So these seem to be too powerful for the advertisement as being on par with DOs. They are better than +0 SOs (in the sense of the same total % as a +0 SO with a proc on top).

Edit or did I miss-read and they are giving 8.3%/8.3% for a total of 16.6%?

Maybe he meant slotting any 2 of the new ones (since they have the same stats), not necessarily a duplicate of the same exact one. Then again, for all I know that isn't allowed either. I dunno..

That's because they're advertised wrong. They have the stats of a level 20 IO (which is slottable at level 1 instead of 17 like a true level 20 IO), not any kind of DO.

Ah, yes. Provided you can slot more than one into the same power, that would then make sense. Meet the Lowbie Brawl Of Procs!!

Thanks. In that case 5 SO-power enhancements slottable at level 1 are pretty good. Just a shame they're not Acc/Dam since Accuracy is what we need most at that level.

@kheldarn, yes Master was right I was talking about slotting two different ones into the same power. Since they're dual aspect that's the best way to get an apples to apples comparison to DO/SOs: use two slots.
