you are going to have to go and do a CoHhelper and a hijackthis report and post them here so we can see if it is something with your comp.
Well, I'm gonna fall on the Rule of Averages and think that maybe it's not CoH possibly. Though it might definately be. A slight shock on a chip doesn't manifest itself overnight, checking things overall is a good idea.
I, personally, would vac the cat hair out of my PC [may not apply to you especially since you were working in there recently.] Do a total uninstall, reinstall of CoH. Maybe even put in the wrong driver and then the correct one again. You know how PCs are funny like that, chance it then change it back and it works fine.
My advice might be crap though. Ymmv.
I have a computer which is ridiculously overpowered to run CoX (I am getting fps of about 20 in full ultra mode) and I've been having significantly longer load-in times when zoning into zones (as opposed to instances -- except outdoor missions which sometimes are slow too) since i17 as well. I'm convinced that keeping track of where all the objects for shadows and relections are has made load-ins longer.

Been through all that. Couldn't find anything wrong after running both of those programs. The more posts I've read through, seems like this is happening to a lot of people with a wide range of machines. Hopefully, they get it sorted out soon. Have a CD copy of CoH, but my computer won't read it anymore. I was going to try to do a re-install, but I'm afraid if I delete it I won't be able to re-install.

2.) You do NOT need the CDs to install CoH. Unless they're very recent, it'll likely take at least as long as using the Updater to download the game from scratch (here's the linky to the Windows version and Mac version, or if you're EU, EU Windows version, and EU Mac Version).

Tried a fresh install, and still no good. All the advice about the graphics problem seem well and good. I may be off the mark, but what happens when you run with minimal graphics settings and still have realy slow loads? I've run in safe mode and still can load into certain zones. Problem seems to be mainly with Talos which usualy boots me back to login. Other zones run slow. When I do get on, missions seem to load fine, so I'm begining to think this may be something other than a graphics issue.

ok, those are not the most current drivers for your video card. update those at nvidia.com. that may be your problem. also try to update your sound card drivers. you can also update to directx 10 if you can. i'm not sure if xp will do it but give it a try.
Gonna go ahead and try this, but still doesn't explain why things are a no go in safe mode. If it was a driver issue would the game work at all? Still nothing. Loaded up the new drivers, ran a full scan with malewarebytes, then tried Hijackthis, and still nothing. No infections, still no answers. Included the Hijack log filejust in case someone missed something.

Shot in the dark...sometimes toolbars interfere weirdly with performance in this game. Shutting those off might help, or might not, but it's something easy to try.

Well, just figured I'd update things real quick. After putting in a fresh hard drive, re-installing windows xp, and CoH, still nothing. Checked my ISP, and they ran several test with my connection and said everything is good. I've read a bunch of other posts with people having the same problem, and have come up with these the most common solutions. Hope this helps people.
1. Keep background and toollbars to a bare minimum.
2. Make sure all your drivers (Sound card, Vid card mainly) are up to date as well as direct X.
3. Try running the game under the "as admim." option.
4. Check that your system requirements meet or exceed the recomended requirements. The have been increased since i17 came out. Running below these settings may work, but trust me the game runs like poo. If you have anything below a duo core, be prepared for long load times.
5. Hope and pray the next patch fixes this issue. I got my fingers crossed, but I'm saving up for a better machine. Hopefully, that takes care of it.

Since Dark Mirror was released, I've been having issues with load screens. Game crashes back to Login screen after trying to log in a toon. Smaller zones load ok. Larger zones take a long while, and I can't seem to get into Talos at all. When I do manage to get in, the game runs fine until I try to zone. No problems going into missions, just coming back out into the zones. Upgraded my RAM, Video card, pretty much everything but my processor (P4). All drivers are the latest and greatest. Tech support suggested I check with my ISP, but everything seems ok there. If anyone has any info please help.
