Also, Hercules, I think the reason you're having to put down Creepers is to ensure the -KB actually hits. Roots has a 0.9 Accuracy Modifier, meaning you need to make sure you've got at least two SO's worth (+66%) Accuracy slotted in it to make sure it hits all the targets. If it misses, the -KB also misses, and the foes it misses will get flung by the Tornado.
I'm 99.999% sure it only needs one application, though you do need to reapply it before the -KB wears off, if foes are still standing. I've been using the tactic for a very long time.

However, the main issue I have now is that things are dieing so fast, I'm left with this rogue tornado that wants to tear into the next group before I can properly root them down - forcing me to wait 5-12 secs for it to die away.

I logged onto mine earlier this afternoon, and it was only taking one application of Entangle / Roots to keep foes--at least Malta Group foes--from being knocked back. This is consistent with what City of Data says: Entangle, Roots, and Carrion Creepers have -100 Knockback and -100 Knockdown, while Tornado does 12.46 Knockback and 6.23 Knockup (that just sounds wrong to say).
Oh, and yeah, that "******* it, I've got a violent, hairtrigger tail" thing can be irritating at times, but damn, isn't it juicy?

Similarly, a */Storm Controller ignores Thunder Clap at her or his own peril. It's another AOE control power, on top of the ones given in your primary. It's got a relatively quick recharge time and a decent duration. Sure, it's minions-only, but sometimes, that's what you need.

I skip it on Plant/Storm. I really just need an AOE control when Seeds isn't up. I've got Vines. I've got several great control methods in Storm's arsenal. Heck, I'll even take Spore Burst as a cheap purple set mule over T-Clap as a baclup soft control.
I love T-Clap. It is an extremely underrated power. I have many more Stormies with it than without it. It just isn't a needed power on a Plant/Storm controller. I've got plenty of other AOE controls and mitigation methods that serve me better than T-Clap on a Plant/Storm.
YMMV. I'm always glad to see someone stick up for T-Clap. It gets a bum rap, imo.
Sidenote: I just retested Roots sans Creepers on Warwolves and it does indeed place a -KB effect. Tornado does not fling them everywhere. The only problem is that they still run around like ADD kids on a sugar high at the peak of a speed trip.
