Attack close to Footstomp?
Spin does more damage than Footstomp, recharges faster, and is available at lvl 6. It does not have the mitigation or the radius of Footstomp (which is huge).
Tremor does less damage, but recharges faster.
^ What he said. Spin does more damage, recharges faster but has no KD and a significantly smaller radius.
Tremor has the same radius, does KD like Footstomp but does less damage and has a slower animation.
Fire is a pretty good middle ground. Larger radius than Spin but smaller than Footstomp/Tremor, really good damage but no mitigation.
Elec is butts. Lightning Rod is great but not very good on Brutes compared to Scrappers and the rest of the AoE stuff in Elec is pretty lame.

Footstomp by itself is probably the best aoe attack available to brutes, because it's the only effective aoe attack SS gets. So you're not going to get the same effectiveness from one power with other sets, but other sets do have similar, or better, aoe capabilities spread out through several powers.
Now if you are looking for sets with similar aoe abilities overall, then the previous replies pretty much nailed it.
Claws is a great aoe set. As others have noted spin will get you footstomps damage and then some, while your aoe mitigation is handled with shockwave, which adds even more aoe damage as well. On top of that, you have a high damage cone with eviscerate. And most of your aoe ability comes very early with spin, as opposed to SS which has to wait until level 32 before having any real aoe capabilities.
Stone Melee gets great aoe mitigation with fault at lvl 8, and aoe damage with tremor late in the game.
Fire Melee is all about damage and fire sword circle is a beastly aoe damage attack. You also get breath of fire for some added cone action a bit earlier.
Electric Melee has a bunch of aoe. Jacobs ladder is a small cone, thunderstrike is a high damage aoe with some kb, chain induction is a fun power that jumps to several nearby enemies, and lightning rod is an aoe bomb that become more and more powerful with added recharge.
War Mace, Battle Axe and Dual Blades all have a nice variety of cones and aoe attacks spread throughout their respective powersets.
The only sets that are really weak in regard to aoe, imo, are dark melee and energy melee.
I'll just add that by recharging faster, it increases it's team-wide mitigation benefit.

Fire Melee is excellent.
Great ST, solid AoE. FSC is a great attack and falls somewhere between SS (huge radius + KD) and Spin (highest damage + 14s rech).
In practice, you can definitely put out as much damage as footstomp with FSC, FSC however provides no mitigation.
If you go with SR, and softcap, the mitigation won't really be needed for personal survival.
One very important thing to consider is, neither Claws, nor Fire Melee require you to deal with the endurance crash use that comes with Rage, while still putting out excellent damage.
As Cyber_naut mentioned, you might also consider Warmace and Dual Blades as well, if you willing to put in a bit more effort to make use of their cones (and Crowd Control really is much more than a "cone").
I'd suggest War Mace. If you want AoE, this set can be a beast. Crowd Control, Whirling Mace, and Shatter are all great skills, with Crowd Control being my favorite AoE attack after Foot Stomp. Jaw Breaker and Clobber are excellent single target attacks as well.
Crowd Control hitting 8-10 opponents is actually more fun for me than zombie spamming Foot Stomp.
I'm looking to start a new /SR brute. I haven't decided on the attack set but want to have something close to footstomp in terms of damage and recharge.
I was thinking Fire/ but I'm not sure how good Fire Sword Circle is. Elec/ always seemed to low on single target damage for me.
Any thoughts?
