Can Stalkers scrap and have epic moments?
The most epic experience I ever had on my stalker (Spines/EA) was when he "tanked" the Cap SF. I was the only melee on our team, and about three spawns in I realized everyone was waiting on me to initiate every pull. So I shrugged and thought "why the hell not?" It was a blast. We finished the SF easily and everyone was happy with their badge and merits. And this was not an IO'd out character either. His "natural" level was 25 at the time and he had nothing but SO's.
So yes, Stalkers can have their epic moments. I actually prefer them over Scrappers to a certain extent as their lower health pool makes you actually think about what you're doing and not just "scrapperlock" your way through everything.

Just means your a good player.
Most epic stalker I've ever encountered was a EnM/Nin that helped me duo Archus, the end AV for Ice Msitral SF. I was on my Fire/Dark corr, and it took us about an hour, but I died 5 times and he didn't die once. Intense.
In the late 20's my DM/WP (2 heals ftw) stalker joined a mayhem mission. The owner wanted to charge the bank so we did. When the dust settled from the inevitable multiple waves of Longbow in front of the bank entrance, my stalker was still standing while the rest of the team was face-planted all around me (and I had a new-found appreciation for the Loa Bone ).
That's just the first story. I've had as many epic moments with my stalker as all my scrappers combined. I will definitely be building more stalkers in the future.
Funny, I've never been impressed by Scrappers so I don't really know what their epic moments are.
Stalker can scrap very well during god-modes or loads of inspirations, just like Brutes.
I think some people may be impressed by Stalker's Spines aoe damage and Electricity Melee.
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
You don't need god-modes or loads of inspirations to scrap well with a Stalker. My EM/Nin and DM/Nin can stand in the middle of large mobs and dishout pain while deflecting the vast majority of damage using just her toggles and capped defense. It's very much like watching an /SR Scrapper do the same thing minus using placate to AS or crit enemies whist fighting.
Otherwise I agree with your post though Scrapper have impressed me with some of the things they can do very well.
