Wow, you've something not working right there... my machine runs MUCH faster and I don't have that level of hardware... QuadCore 2.6GHz, 4 GB RAM and 275GTX under Win7Pro gets me 40-60fps @ 1920x1080 with most UM goodies at mid-high except occlusion (OFF) and shadows (mid level).
I've no idea what's going on but you should be seeing much better performance out of your rig.

Do you happen to have the EVGA Precision tool running while playing/adjusting settings? That and CoH do not play well together.
Ultra mode is currently a bit buggy but I'm sure it's being worked on to fix those leaks and conflicts. Currently the best way to improve framerate while in ultra mode is to turn off shadows, disable ambient occlusion, lower water quality and turn off fsaa. Then individually raise each of those settings to see which one, or which combination is giving your particular system fits. As you raise the settings on a couple of those you will see no frame rate drop. Another will drop you into the 30s. And one of them at least will drop you to the single digits.
Now for a comment that likely won't be taken well but I've got to put it out there because it's something that always bugs me for some reason. People who complain that a six year old game shouldn't run like that just aren't paying attention or not thinking. It's like they lost a drag race to a VW bug that had it's engine rebuilt and had blowers and nitrous added and then they complain "There is no way my new car should be slower than a 40 year old beetle."
When you rebuild the car's engine then it's no longer the same car. Same thing with the game. When you completely rebuild the engine then it's no longer that six year old game. Crysis on the other hand is still the same game it was when it came out.

You should be getting better FPS I would think. EVGA Precision tool does have some problem with the 200 series cards I think, one is the "polling" of the fan speed causing games to stutter with certain cards.
I've noticed on my 260 gtx while tryin the latest drivers, that the shadow sliders don't seem to work correctly.
If I enabled advanced settings for shadows, then lower some settings, apply, then back out of the menu, then open it again the "apply" is flashing and asking me to apply the settings again. Didn't have much time to work with this bug yet, but this was causing my system to stutter some.
FWIW, I'm running an 8800 GT and I notice a huge performance drop in Ultra Mode when I use the 257.21 drivers as opposed to the 197.45s with exactly the same settings.

aaaand my Monitor is actually an HDTV, and my resolution is set to 1804 x 1010 (1920 x 1080 stretches beyond the reaches of the actual TV, whose resolution by default is 1920 x 1080 :| )
But even so, NO OTHER GAME I PLAY, be it CO (Don't flame me), or even Crysis on MAX settings gives me only 6 damned FPS. This game.. THIS SIX YEAR OLD GAME, Ultra Mode or not, should NOT cripple my beast of a system. I currently run the game with Max settings WITHOUT Ultra Mode at about 55 fps constant. Any idea why Ultra Mode does this? Memory leaks? Is it out of spite, as I have CO installed on my computer? Has CoX become sentient and vindictive?
