I'd be up for it. I think my dominator's second build has no set bonuses on it.
I may be interested as well I have plenty of toons with no set bonus's as to the fact that I'm F'in poor.
It'd be easy enough to trick out a 2nd build with SOs, generics and hamios. People with lots of hamios around would have a bit of an edge, but not too huge compared to generic IOs.
Might be fun.

Unfortunately you can't accurately police this.
You could slot a build with frankenslotted Hamidon Origins, single Purple or PvP IOs and go from there.
The only real way this works is if you have a static team levelling together and use the honour system on slotting.
There was something like this in a PvPEC event and one of the players got +3 SOs for the level 5 battle, etc.
It's a good idea in theory, but a better one would be to have new people team with vets in kickballs and FFAs for pointers.

Would this be level 50 toons or something else like level 30 or so? It might be fun to try out possible pvp toons while they are still in the buildup phase. I imagine many toons of this nature might not have much by way of sets as you would want to wait until they hit 50 to slot them out (excepting of course if you have a toon you want to run in a lower level PVP zone).
Also, some of the grins and giggles FFA's that have been done with LOW level toons (such as under level 10) have been the most fun I have participated in.
