How much Acc is needed
A well built sr will be next to impossible to debuff. Acc will only counter elusvity and even then its not an auto win. You should have 70+ in your attacks and 30 minimum from set bonuses, having more is better just not OMGWTFAWESOME against srs. As for the tohit vs defense part. Tohit will cap out at about 30, so you can negate 30 or so of the defense in burst.
Honestly the best ways to beat srs are, be on a toon that uses pets. Button mash and hope the rng hates them. Hope they don't know how to build and whine about how worthless defense is. Be mind control.
Duel me.
I will work on my sig pic more when I have time.

dude wtf howd u get so much nigrep?
My rad / pain corrupter seems to do well against some of the well built SR scrappers I encounter. Outside of Aim I have 31.5% ToHit and 41% Accuracy. With Aim I reach 98.4% ToHit. The radiation blast set is useful for fighting the defense type due to the -defense secondary effects. X-Ray beam has a high base accuracy so I slotted it for some defense debuff. This and World of Pain gives a good accuracy boost. Once I start hitting them I get through a reasonable amount of time in Elude, if they are out of Elude they should stay in the base unless they have help...
I dont get the negative rep on Conflict either. He can be a little course but he is very knowledgeable and normally spot on in the advise even if it is delivered tacked on to the end of a ball bat some times..
I agree with Conflict
My Stalkers slot for 60% Acc in each attack.
In addition, I always have a Karma +Acc in there, and typically another 10
to 20% or so in global acc bonuses, and I find that I'm usually able to hit
what I'm aiming at.
I'd agree with Conflict that more acc is better - short of gimping a build in
other attributes, I don't think you can have *too* much acc...
Especially in PvP where you're not likely get a lot of attacks, you don't want to,
and probably can't afford to miss.

I was curious as to how much accuracy is needed to hit a Super Reflex scrap/brute without applying any debuffs on them.
Annnd if i may, how much with -48% defense as well as -80% defense >.< if possible please.
