I know, I was confused too, the one you got to talk its a woman who is not inside "the jail" but instead outside and next to a table. You can talk to her like anyone else just by clicking on her.

I was stumped on this yesterday too. Hard to see with all those customers and stuff cowering. I was trying to reposition the camera and click in behind the grille for a few mins (until I got a tell asking if I wanted a team so said "Sod it, I'll do this later").

I thought I checked all the people in the main room. I even jumped over the counter to try and get a better angle clicking the "teller"s back there (the trick to getting back there is you have to be under the widest part of the roof, so you have enough space to clear the top of the fence).
I even checked in the back office. I'll try again tonight.

I ran around a bit in that mission, and clicked on all the tellers at the desk (where tellers are supposed to be)... when I finally found the right NPC near the entrance I robbed the bank out of spite for making me frustrated

Yeah, coming into the mission you will see two guards flanking the door.
To the left, before you get to the lines and teller stations, are two civillians conversing/cowering...one is a teller. I went through the mission twice the first time I did it until I saw her.
If there's nobody to the left after the two flanking guards, it seems like a bug.

That and I was insulted--they seemed like they WANTED me to rob the bank, so I obliged them. THEN I felt terrible when my rescued clone tried to kill me.

I had to use /bind K target_custom_next Teller to find her. Then I saw her by the door, and used

While teamed, I was suprised to learn that only the mission holder could talk to the teller. I got no responce.
