You shouldn't be getting mezzed while under EM's effects. Are you certain it isn't dropping off momentarily? It's a short duration power, and not always easy to remember to reapply every 90s or so.
Other than that, I'm not sure what could be happening.

There is a bug regarding Enforced Morale (EM) being applied on a Dominator with Domination running (and I think when Dom is charged and ready to fire as well--can't remember). Essentially EM is completely overridden. I've tested all the other ATs, and it only happens with Doms.
I've sent numerous bug reports in game, and have even started a thread (long since purged), but didn't manage to get the attention of the powers that be.
Things I haven't tested yet:
Dom + Clear Mind
Dom + Clarity
At least you now know you're not going crazy

Just to update, wife and I tested this bug and clarity (Corruptor) and CM both worked normally but Enforced Morale appears to be bugged just as you say--A rikti lieut was able to perma mez me through 3 applications (while domination was up, but not activated). Not exactly game breaking but pretty annoying. At least I know why... :/

Yeah its definitely and em problem and it is very real. I first noticed it at a hami raid. It also seemed thaw(corr version, never check trollers) had the same issues.

You first noticed it while buffing an earth/mental vs nemesis.

Enforced Morale is bugged period. I have it on my MM so I don't know if the same bug exists in Corrs. The power will not always give all the buffs. I've seen it only give +perception, and rarely, nothing. I have bugged it numerous times without seeing it fixed. It seems to be random on what buffs are given (again MM version).
Playing last night, Enforced Morale on my level 20 Energy/Pain Corrupter was NOT giving mez Protection to my level 47 Stalker (who runs at the softcap without Practiced Brawler). I could see the mez resistance in COmbat Attributes, but the mez protection wasn't there at all.
When I switched back to my other level 20 Energy/Pain Corrupter, they were able to buff each other with full effects.
I wonder if lackeying was part of the problem? I've got a number of villains of different ATs. I'll do some tests later and report back.

My wife and I duo quite often and have recently been rolling with a Fire/Pain corr (her) and a Plant/Fire dom (me). It has been an awesome time so far. However, one little kink seems to be in the performance of Enforced Morale. As far as either of us can tell, the mez protection portion of this power is exactly the same as Clear Mind, however, we have been noticing that I seem to get mez'd through multiple applications of the power, even when the mez's are not stacked (or at least, do not show as stacked on the buff bar).
