I am no mids wizz, so I will just comment on the concept and powerset selection. Out of the options mentioned, I think SS/Elec would fit the concept best. The majority of Adam's attacks are not energy/electrical based AFAIK. There are a couple of them, which is why Mu would work, but I would definitely want to get the smashiest set around to make a tribute to him.
If you wanted to stretch the concept a bit further, go SS/Inv/Mu. It might delay your concept play until you are beyond 40 obviously, but I am thinking it would be more than a little difficult to explain the whole visible electric powers from your secondary. Why not just give him a secondary that still fits with invisible gfx options?

Well, it's only a "kinda/sorta" homage, so having lightning constantly around doesn't "break" it or bother me. I'm not really trying to attempt to recreate his powers...homage was probably a poor choice of words. "Character concept is similar to" just sounds clunky, though.
The more I think about both SS/Elec and Elec/Inv, the more I like either/or those two.
id go ss/elec imo. i have one i pvp with and its awesome for that, also /elec is great for rikti and the heal is awesome. also powersink helps with SS end issues and u can save money and merits on not having to get a miracle+end proc cuz powersink is the bomb.
The resists in /elec are great and with layered s/l def your survivability will be good. (i got my elec/elec to 35 s/l def and 60 s/l resist) i took soul mastery on my /elec pve build, gloom,dark obliteration, and darkest night. you can slot good def bonuses in them and darkest night is the best imo, -dam -tohit which helps u stay alive even more. i love to toggle it on bosses/av's and smash away.
my elec/elec can easily farm +4 rikti is RWZ.
Elec melee is alright but not nearly as strong as SS. but ive seen elec/wp rock it too.
if your into pvp at all id def go ss/elec/mu and for pve:ss/elec/soul

Discussing those combos alone, I might pick SS/Ela myself, with either Elm/WP or Elm/Invuln as my runners up.
However, you do have some other options, I'll get to that in a moment.

SS/WP/Mu or SS/Invuln/Mu would both be solid options.
I would personally go with SS/WP/Mu myself, because of the endurance costs.
And if we wanted to get our hands really dug into the concept.
Black Adam
Going through all of those aspects of Black Adam's powers, I like SS/WP/Mu for fitting the concept closest.
Whatever you choose, avoid the Flight Pool with Super Strength, you can't use Footstomp while Hover or Fly are active.

You don't necessarily have to avoid the flight pool, though - air superiority is as good as some of the lower tier superstrength powers, and flying up to something to overhand smash it into the ground *is* a hallmark of superstrong fliers in comics everywhere.
*Then* you can footstomp it.

p.s.: the builds I've put together look kind of pricey, and having played a little bit of redside over the past week, I've noticed that there's a HUGE disparity between the two (blue/red) markets; more a relative lack of availability redside, rather than price. I'm hoping that GR lets us access blueside markets with "grey" (purple?) characters, then swap items to redsiders, but I'm not sure if that's the case.
