There is an strong EU SG and VG. There is someone who is very dear to me who is currently in the UK who plays on victory as it seems to be the least laggy for them.
Sooo I would say sure?
I don't know about being unofficial, but there are a fair amount of people on during the day in the U.S. (which is closer to afternoon and evening over there), so I think you'd be doing okay. I know of at least a few EU players on Victory, too, so it might work pretty well.
