In my case, it was Google Desktop that was causing problems. I have to turn it off while playing. Try turning off programs running in the background one by one to see if one of them is causing you problems.

I've had a similar issue that started immediately after the i17 patch. Extreme delay with character movement and typing in chat window, crazy dark lines all over screen (I think they're supposed to be shadows), and a flickery unstable cursor. It may not sound that bad but it essentially makes the game unplayable. I tried switching into Window Mode because that corrected the similar problems when I played WoW but no such luck this time. Good luck and please let me know if and how you're able to resolve it.

hi, I've been having problems with the new update. for some reason, my mouse lags horribly and my controls either stick, delay, or don't respond
I've tried lowering graphics settings, AND restarting the game. can anyone suggest anything?
