Benumb? No Enhancement Set Category?

Hi,
I'm curious, why does benumb have no permitted enhancement set category? I noticed this on my Ice/Cold corrupter. What's the deal?

I could be talking out of my butt on this, but I suspect because it's already massively powerful for what it does do, and it doesn't actually have any slottable boosts.

Something else to consider is that of all of the debuffs applied by the power, only two effects could be boosted with existing enhancements: To-Hit Debuff and -Endurance.

Why neither one of these can be boosted I couldn't tell you.

The reason benumb doesn't have any allowed enhancement sets is that the types of debuff the power does aren't enhanceable. Benumb does -damage (which isn't enhanceable), -regeneration (also can't be enhanced), -special (can't be enhanced), and -end (which is normally enhanceable, but here is only present in a tiny token unenhanceable 5% amount for flavor). For all of these effects except for the token -end, enhancements that boost them don't exist. So there are no IO sets that fit this power, because IO sets fall into specific categories and this power doesn't have effects that fit any of those categories.

Actually, I prefer 1 Acc / 3 Recharge myself, but I always run Tactics and have some +Acc from set bonuses. (You can never have enough recharge on Benumb)
