Things always seem a bit quiet when we're in beta for a new issue. I think some people are on test and some people are taking a break while waiting for new stuff to do.
That being said, I am a PST Victory player and we found enough people to run a late night (10 pm Pacific or so) LRSF last night, so things aren't completely dead or anything.
It really is all about the global channels as far as I can tell.
I know the Legion of Valor's been pretty quiet lately, but that's because a bunch of us/them are off playing Star Trek Online while waiting for I17. As has been noted, things always tend to be a little quiet on the verge of a new issue.

I logged out at about 10:30 Central last night (8:30 Pacific), and I know that a Synapse TF was forming at the time, as well as another TF or so. So you will find stuff at all hours. I just know prime time during the week is about 6-10:30 PM Central.
