Rad/Ice Offender
Im curious how this can be considered a Offender.
Oddly enough you can dish out far more damage with Storm/Ice, Cold/Ice, TA/Ice, Dark/Ice, and Traps/Ice then you could a Rad/Ice build.
Your debuffs are anchors with Radiant Aura, and can be easly dissrupted on a team, and even in many solo cases you cant handle large mobs due to this issue.
Just wanted to set you straight a bit before you put your foot in your mouth on it being Offensive.Lord knows iv done that a few times.

Rad has always been on the "offender" list of sets anyway, so I disagree that it couldn't be considered as such.
At a quick glance I'd only say perhaps put assault in there over something like stealth if you can afford the extra bit of end drain. I know you are using it for a LOTG, but the damage bonus is pretty good for a defender.
First thought, how is this an "Offender"? You took all all of the Primary, didn't skip any team powers, and with Rad, I really see the idea of making an "Offender" harder. As you kinda want the debuffs to help yourself out as well as the team.
That said, why not keep Radiant Aura to 5 slots, with Doctored Wounds, saving a slot for somewhere else.
Six slotting in Efficiency Adapter instead of a mix of EA and Performance Shifters, seems like the way to go for AM as well.

Hrm... so, enlighten me then... What the **** is the definition of an offender? I was under the understanding that an "offender" is a Defender who plays more like a Blaster, using Primary less for team support directly, and instead trying to kill things... or do Defenders "arrest"?
Confusion in definitions aside (this being only my second Defender, first being a Dark/Rad parked at 38 or so), slotting seems to be solid then, since the only feedback I got was on AM and Radiant Aura. AM is 5 slotted, and RA 4 slotted until 50... I couldn't think of anywhere else decent to throw those last 3 slots. Ideas?
And dinnae specify, but the TF's I've been leveling in, were minimum member TF's, and then just duoing it with a Storm/Ice. So it's worked rather well 'tween the two of us.

Ok, edit, since he changed his build since the last tf we did. I still stand by my statement that mutation is useful, especially for high level tfs.

The strategy with being an offender is to maximize damage output and leveraging it with your support abilities. Since live teammates deal damage, your defensive support skills still have a role within this mindset. Technically, any defender with a focus on damage can be called on offender. In common usage, an offender is a defender who has reached the perfect balance between offense and defense, a character that gives all teammates tank level survivability with the fewest possible slots/power choices in order to devote as many possible resources towards damage dealing as possible, the very zenith of existence which all defenders strive for. Most defender powerset combinations are capable of this type of build without making any significant sacrifices. I suggest the following build.

Empaths with powers that effect the Defender (the fact that they effect others means nothing).
Rads with RA & AM (possibly Choking Cloud & EM Pulse as well)...basically wanting a blaster with a self heal (much like the Empath version). This I see the less of.
Sonic/ or FF/ with no team bubbles, and only powers they find useful to themself to aid in their own blasting (this set gives them the mez protection Blaster)
Cold Dom/ with just the Debuffs
I don't recall seeing a Dark/ or TA/ one claiming the "Offender" title. But I'm sure there are, and Traps/ seems like a good one that probably has a few that go that route (not worried about the debuffs, just want to get to the FFG maybe Seeker Drones to add in).

Man, PC_Guy, you're a bundle of helpfulness. Maneuvers give little benefit, since I ain't running defense otherwise; Freeze Ray I have, and 'tween CJ/SS I've got 8 pts KB Pro, so no need for SJ, and Defender Total Focus requires 2 pre-req powers. Assault I am debating on, but viably only see it replacing Mutation.

my point being, if this is actually a offender build, a defense build, even for duo'd teams, will be better at mitigation incoming aggro so that you don't need mutation at all (and then if someone does die, veng ftw). and especially with rad, its fairly easy to get around 35-40% ranged while still getting 50-60+ recharge
