OK heres a for example, why do folks when they Io out builds for recharge, seem to always leave the base recharge at a low level on some powers but then try to get 60% or better global recharge, when adding that last slot to bring up the base recharge to say 40 would equal out to a good 80 recharge on that power but without signifigantly nerfing any other power?

I see this all the time in the forums, and wonder if they never exmpt past their set bonuses to help out lower folks. It just bothers me that if I went and do a tf or something that the nice overclock of +rech that I depend on 35+ is now going to be maybe 20% period or lower based upon how low one exempts.

There are a few reasons. The first is that adding global recharge increases every power so it is (generally) more efficient on a per slot basis than adding recharge to one power. The other reason is that recharge is more useful in some powers than others. For example on my Traps/AR Defender I have lots of recharge slotted in most of the Traps powers and the important AR powers (Full Auto and Flamethrower) but I've skimped on the recharge of the other AR powers because it isn't as important, They are up often enough that adding more recharge to them (at the cost of either set bonuses or slots in other powers) isn't that useful. Basically I'm using global recharge to exceed the ED cap on powers I want up a lot at the cost of recharge on powers I'm less concerned with.

If you have the equivalent of 6 SOs of global recharge do you really care ?

People that are looking high global recharge are often looking to get key powers always on. Hasten , Accelerate metabolism, Phantom Army are good examples. Or, they are looking to have an optimum attack chain, where the recharge of a particular power might not be so important as long as the chain flows smoothly. The famous follow up->slash->focus chain is an example.

You are right about the exemplar unfriendly nature of the builds, the reverse though is that the greatest potential earning power in the game is at 50. 50s tend to be the most popular to play by a wide margin.

I bought and slotted the last two hectacombs in fire sword for my fire/fire blaster this week, and now I have 177.5% global recharge (with hasten up -- which is always). That includes 3 purple damage sets, several LoTGs, and various other sets with recharge bonuses.

I don't even care if that's practical or if it's overkill, or if building in some ranged defense might have been a better option. This is my one character that I've done this with, and it's just plain fun having virtually any of my powers available at any time.

But I do think I'll eventually replace level 50 IO sets with level 30, so that I can respec down a bit and not suffer so much.

In the meantime, when I really want to unleash pure carnage, I'll play my blaster for a bit.

Yeah, baby! I'm the evil midnight bomber...
Anyway, having AM *AND* Hasten makes it much easier. My earth/rad has both and it let him get both perma long before 50 and with only two LotG +recharge IO's. So he constantly has 180% global recharge, +20% damage and +30% recovery.

Oh, and that +20% damage and +30% recovery also affects teammates.
