/window_resetall?

NOTE: /windowresetall will reset ALL WINDOWS. (if it wasn't obvious)
If you've ever saved your chat settings (look in your CoH installation folder, is there a chat.txt?) then /chatload will reload what was saved there.

There is that and the windows reset in the general commands. It resets all the windows to default, except for that bottom default chat window. I can't seem to get it to come back.

Loading the chat file won't bring the windows back. You need to load the windows file, wdw.txt, using /wdwload.

Biggest Troll on the forums? I'll give you a hint:
Go to a properly set up character.
Make sure all the settings like teleport prompt, etc, are set the way you like it.
From the Menu, Options. At the bottom of the first tab you will have a section about saving and loading your chat, window, and options settings (be aware, the last has the buttons switched compared to the other two).
Hit save on all three, and new characters should follow those preferences.
On your messed up character, then go and either use the slash commands, or the buttons at the bottom of the Menu->Options window to "Load Window" and then "Load Chat" settings.
