Storm/Electric Defender

Here is the guide: http://boards.cityofheroes.com/showthread.php?t=117680. They are pretty rare. Hard to use, but very effective when used correctly. He has more punch than you'd expect and the pseudo pets do great things in PvP.
The guide is old. I'd suggest getting Tesla Cage (for the - recovery, not the hold) and Steamy Mist to up your Defense. With IO's it is much easier to manage your Endurance than when the guide was originally written.
Reasons for it
1. Almost no toons have Endurance Drain resists, but many run a lot of toggles and can have endurance issues.
2. Pets are both good damage and do something if you get held
3. For toons you can stack stuns on, this build can stun them quickly
4. You can get yourself soft capped ranged defense easily between Steamy Mist and Hurricane's debuff and knockback.
5. You can really hamper opponents movement with Snowstorm, Freezing Rain, Gail, and Hurricane. Try to put them in a corner if you can, they often won't get out.
6. Sometimes it is nice of a toon to have a theme and be good. This guy does it.
7. You have to manage a lot of different powers, turning on and off Hurricane, setting up Short Circuit without killing yourself, finding walls to trap opponents to maximize your pets.
I don't know anything about PVP. How do opponents deal with To Hit debuffs, Recharge debuffs, psi damage, and/or Fear?
... yeah, I'm thinking a Dark/Psi might be very, very nasty.

Honestly If you're wanting a PvP fendur...dont. its the worse AT to pvp with, despite its amazing single target damage and all the help it gets from vigilance. If you were just hell bent on doing so your best bet is probably a cold/sonic or cold/psi. im assuming for general zone pvp as well. arena/dueling might be abit different in which case id suggest dark/. cold/ and dark/ is really all thats worth pvping with fendur side. Anything else you're better off making a corr for scorge(even for the sets i mentioned).
As for a solo defender, really any primary you pick will get the job done short of FF and empathy and even then I think there are some vids up of someone soloing an EB with and emp defender. for secondary im impartial to /ice for the AoE and quick ST or /sonic because its sonic. /rad is nice since you can proc the hell out of it as well.
Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.

Dark miasma is terrible as a pvp set. Cold domination isn't nearly as good as it used to be, while radiation is difficult to work with but is still workable. Storm summoning is probably all around the best defender primary for pvp since it's usable solo and is the best in a team environment.

storms are not good when it comes to defenders. toggle dropping hurts them more than it hurts dark..
if you want a team defender, roll something like a emp/sonic, ta/sonic (better off doing a corr) or a kin/elec for zapping.
if you want a 1v1 defender, roll something like a dark/rad or a dark/elec. and even still you're better off with a corr in those two situations.

Fear can be a LOT of help. About half of the armour sets are missing Fear Prot/Res and very few non-melee toons have defense against Fear. Granted, like all status effects in PvP, it can be utterly ignored if someone pops a breakie, but that buys you a second to do something else. Also, since Fearsome Stare is a massive to-hit debuff, I still like opening with it.
It's funny as hell when you hit a melee-type with it and they've run out of breakies. If their cowering wasn't satisfaction enough, their quick death is.

Hey Im looking for a build that can both solo well and pvp at least decently. I'd also like for it to be a lil out of the ordinary so not BS/SD or /Regen. Im a bit of a altaholic but im tryin to find something i can stick with.
