Yup, you were told wrong by many people. Hall of Fame arcs are 'voted' there by the players. Believe me, if it worked as you were told, farmers would promptly band together and vote their arcs into the Hall of Fame. (Maybe they do already, but it doesn't get them anything.)

It just sucks, I checked and including mine, there are only 8 hall of fame missions in AE.
