Do these suffer from the rule of 5 like set bonuses?

if your talking about stuff like the Luck of the Gamblers 7.5% recharge and KB IOs and such then yes they do.

I find the simplest way to think of Globals is that they are set bonuses that are provided by a single IO. They follow all the same rules.

They do follow the rule of 5, but all known examples of them have distinct names in your powers list, and would not count against other "standard" set bonuses of the same apparent type. For example, you could have 5 of the the LotG globals plus 5 other 7.5% recharge bonuses from sets (like that from the Basilisk's Gaze set).

Also like set bonuses, they stop working if you exemplar to a level more than 3 levels lower than the level of the IO giving you a bonus. If you slot a level 50 LotG it stops working if you exemplar to level 46 or lower, while a level 25 would stop at level 21 or lower.

one more q

I remember hearing regen tissue and numi uniques see benefit from heal enhancers, does miricle see a similar benefit from end mod enhancements (physical perfection)?

Health has 45% regeneration. Numina's and Regenerative Tissue offer 45% combined. Place both into Health then add 3 level 50 Heal IOs, and you get 180% regeneration rather than 135%.

The two procs have their regeneration multiplied by the Heal IOs associated with the skill.

Also, if you have Physical Perfection or some other power that allows both health and endurance sets, the recovery bonuses from a Numina's or Miracle are multiplied by any endmod slotting, so Miracle, Numina, and 3x endmod in PP is better than a Miracle and Numina in Health plus 3 endmod in PP.

This works because it is a percentage of you base regen/recov?

IIRC, it's because enhancing a power enhances all relative aspects of that power that are flagged as enhanceable. (What a word twist, lol)

By putting Numi/RT regen bonuses into Health, you essentially add their effects to the power itself. When the power is enhanced, all aspects are enhanced, including the regen bonuses. In Physical Perfection, you can enhance both the recovery and regen aspects, so Miracle and the recovery part of Numina will be enhanced, too.

I find that Numina: regen/recov, Numina: Heal, Miracle: Recov, Perf Shifter: Chance for end, Perf Shifter: End Mod, and either a basic lvl 50 End Mod IO or another Perf Shifter will give incredibly good Recov and Regen bonuses. With that kind of setup, you could in theory skip fitness altogether on that toon, as long as you don't plan on ever exemping below PPs level >.< It's more of a respec build option, good for people who like to take their scrappers to the next level and open up pools for set mules or whatever. 3 extra powers and an extra pool can make a bid difference, especially for some tighter builds.


Just my opinion, feel free to disregard...

Thanks Jay, thats really good to know, maybe now I can soft cap my Claw/Ela since I was gonna go with PP, but still had fitness in the build.
