New Powerset: Law Enforcement Officer Melee

I had this idea with all the police type characters out there. And I took a half hour out of my workday to come up with the following. I think this could be doable and fun:

Powerset: LEO Melee
1. Baton strike – A quick strike with the baton. minor damage, fast recharge, disorient
2. Baton thrust – A harder strike with the baton. moderate damage, moderate recharge, disorient
3. Stun Gun – minor damage, opponent stun
4. Cuffs – No damage, Short range hold
5. Take down – tackle attack, moderate damage, knockback, medium ranged maybe?
6. Tear Gas – throws a can of tear gas, foe choke, -Recharge, -Regen, ranged AoE, minor damage (dot)
7. Riot shield charge – kinda like shield charge with riot shield, high damage, PBAoE , knockback
8. Baton bash – Your Total Focus strike with baton – Extreme Damage, slow recharge, for the particularly nasty baddie
9. Reinforcements – Kinda like Gang War, cops come in with batons and beat down the bad guys

You can use a police baton with War Mace, so we basically already have the baton stuff. Other than that, this is a lot more mixed than any normal melee set (and having a shield charge would probably play havoc with characters that already have Shield Defense). It kinda feels more like a Blaster secondary.


Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.

Well, I kinda of thought of it as a blaster secondary to go along with dual pistols or assault rifle for those who want that feel. That way people who use the "official" belt option can have stuff to use and that the cops don't all have to be tanks.

Take out the shield charge clone, and possibly the cuffs (you need to get targets to comply to cuff them, really) and I can definitely get behind this set. /Signed

Well, instead of shield charge, maybe something like this?
Riot buster - animation: multiiple strikes with baton. Moderate Damage, close range cone attack, foe stun

And animation for cuffs would be character slamming opponent to the ground and applying cuffs, so maybe minor damage and held. Casting time would be a little longer than other attacks for time it would take to "cuff" bad guy.

How many attacks do you intend to put in a Manipulation set?

What you're describing is grappling, and I'm surprised I need to explain why that won't work. Think of the very easiest, direct example for why it's problematic - go ahead and describe how you're going to cuff a Storm Elemental. Now try and describe cuffing a Rikti Drone. Or, heck, a Zeus Class Titan. Not a good idea.

Basically, from what I'm getting out of this, you're trying to make a Devices clone, but with melee attacks? Do you intend to make the same mistakes? As in, I don't see you including Build Up anywhere in the set, and trust me, this becomes a death trap when you pair it up with Assault Rifle. I know that for a fact.

Secondly, you're gonna' want a LOT more support or control in this. By my count, you have six out of your nine powers reserved for attacks, which pretty much makes this useless as support, while simultaneously making it even worse than Fire Manipulation, in that you don't have as much outgoing AoE. I'd cut down on the baton fetish and restrict that to one attack at most (and switch the baton for something that looks meaningful against, say, a tank, like a some kind of energy stick, at least), reserve your tackle (and you need to tackle without moving, so think about that) and possibly something else, like a stun rod, keep the taser, the gas grenade and add in a flashbang and, personally, I'd switch the shield CHARGE to some kind of shield DEFENCE power, like a small defence or resistance toggle to physical attacks plus maybe some kind of exotic protection... Like knockback.

Sounds interesting

It would need a Taunt and a buildup type power (Either Buildup or Rage-like) for it to be a melee set though

I think with some reworking this it could make a pretty good Blaster Secondary

Well, the redraw is going to be a problem with this one. In general weapon based melee attacks are bad for blasters since they use melee attacks infrequently so having the longer activation time is annoying.

However, my main problem with this is that it is an extremely limited concept set. Most sets are a skill set and allow you to chose the concept for the character. This one is basically forcing you into at least a semi-official policeman concept (especially Reinforcements which would also be OP on a blaster IMHO).

Personally I'd much prefer to see a PPD character made as an Epic AT rather than trying to shoehorn it into a powerset for an existing AT.
