What to do with my Plant/Earth Dom...

I wouldn't go with Fighting, because you took Scorpion Shield and not a resist shield (and as far as I can tell you aren't bothered for +Def). And then there is the fact that you haven't slotted any of the powers. I count 6 single target attacks, overkill for sure, seeing as you should be spending just as much of you time controlling. But if you aren't taking Seeds you will be missing a big portion of your control. I skipped Vines because it didn't make sense for me to have as long as I could keep everything confused, and AoE hold recharge is ridiculous. Disruptor Blast is another power I try to stay away from. I didn't think the damage was too impressive when I tried it, and I hate redraw. Patron pets are also really meh, IMO. And at most I would give Fly Trap 4 slots, 1 of those being the Achilles Heel -Res.
Think of Seeds of Confusion as the best AoE hold in the game. It stops mobs from attacking you; it causes more damage than any other hold (due to mobs wailing on each other) and it clumps those mobs together so you get the most milage possible out of your other AoE attacks. To top it off, it has 1/4 the recharge and a higher base accuracy than any AoE hold in the game.
Note 2: before you say it, I won't take Seed of Confusion. I won't do it because, for my game style, I don't need it (since now I reached lvl 32 without any problems despite the lack of this power).

I say this in jest, but it really is equivalent. Seeds=Plant's main 'armor,' in anything more than solo vs. +0/x0. You can go without it, but you have bypassed the set's go-to group mitigation. You'll also provide far less mitigation to any teams. Is this a conceptual decision?

I have a Plant/Fire in Praetoria....oh me.
I had a mission in which I had to kill a metric ton of Destroyers, I think the number was 1000? They were weakened Destroyers, but still.... Seeds saved my tail. Without seeds, I would have either thrown up my hands in disgust, or, attempted the fight, and would have hit the debt cap for sures

No Seeds of Confusion?!?
That's like making a Stone Armor Tanker without Granite. Sure it's possible and it will work up to a point, but you're throwing away the core of the power set. Given the choice between taking only Seeds of Confusion and taking every other power in Plant Control, I'd take Seeds without hesitation (at least on a Dominator, a Controller needs one or two other powers for damage). Given the choice between having to spend eight power picks and thirty slots to get Seeds vs getting the rest of the set six-slotted for free, I'd still seriously consider Seeds of Confusion. It is quite simply the single best control power in the game. Get some decent recharge so you can use it every spawn and you don't need defense because most of the enemies are attacking each other rather than you. Get perma-Dom and you'll probably have the entire spawn, including bosses, fighting themselves unless you have really large spawns, and even then most will be occuipied.
At least try Seeds out. If you have a specific character concept that absolutely doesn't work with Seeds, that's one thing... but otherwise don't pass up the single best mitigation tool you have. It's sort of like a Fire Dom skipping Flashfire... except Flashfire still isn't nearly as good as Seeds.

As the OP and having just renewed my account I should mention I finally got this character to 50. She's now Plant/Earth/Fire, and is already a monster with only a few sets. I did secure a purple set for confuse, and I have a bit of recharge going on. I'm going to be looking into shoring up defenses because even with low recharge bonuses she runs fine. I don't feel the need to get permadom thanks to Power Boost.
Mostly she's a control and AoE machine. Her only weakness is randomly getting killed.
Dispari has more than enough credability, and certainly doesn't need to borrow any from you.

I've got a character with this combo sitting at 29, but in trying to make a competent build for her I continually stall on the fact that I have no clue in heck how to properly slot control sets still. :P

Thanks to inherent fitness her build has changed slightly. I have the fire APP now and I picked up some LotG mules. I actually have some KCs slotted now so she has some defense too. She basically never dies now except for when I want to (for RotP). If I ever get around to buying purples I could probably hit permadom too.
