Spines/WP Stalker Build
IW provides complete immunity to KB, just like all melee set mez protections that have KB protection (except those that are bugged like night widow's IW).
cuhz they is dumb
1. Its left over from the "toggle" suppression era and on a /wp stalker, you really don't need to take them out.
2. Cuz they are ignorant
"One day we all may see each other elsewhere. In Tyria, in Azeroth. We may pass each other and never know it. And that's sad. But if nothing else, we'll still have Rhode Island."
Tweaked your build around a little swanie. Not near the global acc and missing some recharge. Better +dam and more end recovery though, and probably cheaper to put together. Playing staminaless the thing that will effect you the most is the difference in movement. You will probably want sj on the whole time. I moved your stealth io to super speed and slotted it a little more. It will help make up some of the difference. I know the proced out barb swipe seems cute to create but in practice you will hardly ever touch it. Pulled some slots from it added more makos into it and brawl for more +dam. As a shark trower your chain is going to be as > placate ranged > ranged or ranged > placate > ranged. Added another damage proc to impale and more range to sharks. Added some gota for the +run speeds and the end recovery bonus. Dropped sow as it is worthless for the most part and honestly only good at causing end crashes. This is not the build I would run personally but it should be effective and not cost a ton.

Duel me.
I will work on my sig pic more when I have time.
I've always been torn on the duel phase builds given that phase is suppressed. I know you can always click out of Hibernate and toggle Phase as long as the 30 sec timer hasnt expired. However, phase + invis is usually more then enough to get out of 80% of situations.
You can always replace Hibernate with the patron hold which is nice for grounding fliers in teams and can be two slotted with lockdowns for extra damage % and frees up slots for more proc's in attacks or passives.
I also think its worth mentioning that the Miracle recov and Numi recov/regen procs in HPT are worth their weight in gold. I would put priority in finding a way to afford these two IO's.
Just my 2 inf.

Personally, I like stamina cuz I'm lazy. I'm a lazy stalker. Yes I could go without stamina and slot the miracle and numina globals, but then I would need to be more careful with one of my travel powers (toggle one of SS or SJ), that is, MORE careful than I already am.
A WP stalker has a little defense (nothing to write home about) and little res (again, nothing to write home about), but +perc and pro from repel. It also has a heal and easy to cap hp. That's all you need the set for. Really, your main defense is your stealth, phase/hiber, and the one shot recon.
My spine/wp stalk has ss, sj, stealth, and fitness with mako. Easy zone mode. I have a tweak that exchanges fitness for leadership, but I'm afraid to try it. Besides, too lazy to re-up my alt so I can transfer and have had bad experience with 'tweaking' a build that already works well.
Personally, again, get fitness. After a while, get leadership and try that out.

Staminaless is not very beginner friendly. It takes awhile to get used to and learning to watch for hasten crashes closely. I really need to get fon on my ele wp. Since free transfers there are so many targets I am routinely running low on end.
Duel me.
I will work on my sig pic more when I have time.
shameless bump.
