I'm pretty sure I know the answer to this, but just in case I'm wrong:

is there any way to earn Frostbitten (the badge for last year's Winter Event) on a toon created this year?

Just occurred to me that you might want to know how... talk to the Candy Keeper in the Winter Chalet.

To be precise, you don't just talk to him - you have to BUY the badge with candy canes. I believe it costs 25.

The Candy Keeper ParagonWiki Page hasn't been updated to include the Frostbitten badge, but since the 2006 and 2007 badges both cost 25 Candy Canes and 30,000 Inf, I think it's a safe bet that Frostbitten also costs 25 Candy Canes and 30,000 Inf.

If you didn't have enough candy canes and you have the option checked to show only what you have enough needed to craft it then that may be why you missed it.
