any room that can take storage items, will be able to let you choose what you need, provided adequate prestige and plot/room size restrictions, to be dragged and dropped from the appropriate tab.
To get there, Edit base button while in your sg entrance. Choose place item... and move your toon around to your work shop. Choose from either tech or arcane workshop tabs and you'll see. Everything you need is right there in those workshop tabs (place item tab and be in the correct room).
My base started as a craft/store only base. You'll need to add power and control, if and when you want to add the personal access to your vaulted items.

I placed one invention crafting table in my 2x2 room and all is well.
I place one salvage storage bin in the back of the lil 2x2 room and all is well.
Then I go to place any other kind of storage unit (IO bin, inspir storage, or another salvage rack), and I get the message "item is not allowed in this room or the maximum allowable has already been placed."
What the???
I thought the 2x2 room could hold up to 9 storage items? To me, this means 9 storage bins of any kind...salvage, inspirs, or IO.
Of course the salvage racks are HUGE and it definately looks as though 9 of those suckers would not fit in the lil 2x2 room.
Lost again.
Please help.
Also...can I sell back the 2x2 room and get the 4x4 room instead, without losing the prestige I used to buy the 2x2 room?
Do I just delete it?

Just remove the items in the storage room you placed, and sell it back. You get refunded the cost, and get the bigger room. I think that 19 is the cap on storage bins on any plot size.

Yes, you can sell that back to get the 2 X 2 Workshop (which I think you are calling 4 X 4, but there isn't any workshop in that configuration). You will get all the prestige you spent on the first one back. The 2 X 2 will hold 9 storage items in any combination (Insp, Enh, Vault, Salvage). To make that work, you will probably need to stack them as the items are rather large.
To stack storage items - I have found that an Enh Table (Tech) is the same height as 2 Floor Safes stacked. Place one safe on top of the other then, place the Enh Table on top of the stack of safes. Once you have the table "floated", sell back the safes and slide another table underneath it. Twice as much storage in the same floor space. Doing that you can place 9 Enh table in half of the 2 X 2 Room ( a 1 X 2 floor space). Salvage Racks can also be stacked, but I don't have that proportion memorized.
A second 2 X 2 Workshop will get you another 9 Storage - which is the max for any base.
You can also place a single storage item in an Oversight Room and/or one of the Medical Rooms (I forget which one) if you have either of those. IIRC, you will need at least the Oversight Room to hold the Combo Energy/Control Item to power your Personal Storage Vault (if you want one, not as necessary in a 2 person SG, but it accesses the same storage space as the vault reserves, so can be handy to stash your stuff before a TF).

You can get a lot into the 2x2 room but you'll almost certainly have to stack them and make stairs up to the higher ones.
You can't split the room level into 3 equal heights - the bins are 17ft tall IIRC and the room 48.

You cannot sell a storage item that has stuff in it, so take anything you put in there back out to sell the storage item.
The cap on Storage items is 18, not 19. I wish it were higher myself.

My first thought would have been that you had the wrong type of room, since control, medical, etc allow one storage item. But those rooms wouldn't allow any worktables at all. So... um... exit the base editor, exit the base, go back in and try again? Sometimes things get 'wonky' and need to reset.

I really want to learn how to stack.
I was able to finally make some good progress - once I sold back the 1x2 room and got a 2x2 room. I was confusing some of the room sizes.
I'll drop you a note in-game once I get a chance to; will likely be sometime in the evenings east coast time.
