Doubtful. You could probably focus on melee defense without gimping it, but softcapping all 3 or even 2 for an elm/reg would be hard on the build.
Complete theorycraft here, but I'm thinking if it was my toon I'd just go for ~13% def to all and as much recharge as possible, then I'd pick Shadow Meld. This way, between MoG and Shadow Meld I'd have bursts of defense as needed. Another bonus being, of course, that both elm and regen are sets that benefit heavily from recharge. Having TStrike knocking things down more often can't hurt survivability.
Softcapping for all positionals would prob be near impossible, but you could softcap to smash/lethal which would go a loooong ways: it would help you avoid a good number of both melee and ranged attacks. It would involve a lot and would be expensive though. This is what I came up with but I'm sure someone else could do better. It's just a guideline to show you what you can use, you would of course have to swap something out and plug in the fitness pool but you would only have to make up for 1.3 defense to remain capped (so one extra ToD set would accomplish this):

I came up with the Idea of softcapping her because I often get killed by some Boss AoE or other attack because of the animation times of LR or TS. That is why I hoped someone could help me out especially because this is one of my fav villains (well...stalkers are SO cool, isn´t that obvious )

I made up a build that softcapped melee on a claws/regen, it really wasn't that hard to do.
It however, remains a theoretical exercise for me, as the playstyle would be just too different from my current build.
Im examing modifying that build for my stalker, who is getting more playtime recently than he has done in quite a while.
However my PC is in the shop getting a warrantly replacement of a dying harddrive. So I cannot share the data chunks.

Someone posted a fire(?)/regen build on the scrapper forum a long time ago that was completely soft-capped. I saved the build for the "see, anything can be soft-capped" factor, but alas that hard drive bit the dust.
I would say it should be slightly easier for a stalker because you get that little extra boost from hide that scrappers don't. It still would be functional, but not optimal. Might I recommend that you work toward being soft-capped with Shadow Meld from the patron pool, and then try to get the recharge as low as possible on that? I think you would lose a lot less of your overall effectiveness that way.

The answer is. Yes, it can, very close, to soft-cap. Gimped beyond belief? Yes. Regeneration is not worth soft-capping.
Secondaries such as.
Ninjutsu, Super Reflexes, and several others are worth soft-capping. Due to the fact that its much easier, and their power set relies on defense. But, here comes the build anyway.

Oh I wasn't paying attention to levels at all. Mid's will do that now because of the vet reward that allows you to take the tier 3 at lvl 6.

I just played around a little bit....and yeah it really sucks if you want to softcap this!
I also tried by getting high recharge on Shadow Meld which I could push down to 39 secs recharge and giving me 43% def after all so one would be nearly at softcap.
I hope I can log into the forums when I am at home to upload this.....yesterday my pc was kinda on strike <.<
Is it possible? Sure. Is it desirable? Less So.
In order to actually soft-cap all three positional defenses, you really have to
limit your power selections and the result is less than satisfactory (at least to me).
On the other hand, it's very easy (albeit kind of expensive) to hit 20-30% Melee and
15-20% Ranged and AoE defense without limiting your build at all. And this is without
even bothering with Tough/Weave...
While you're not soft-capped, those defense levels usually provide more than enough
time to regenerate any damage that comes in, and there's very little that you can't
take on easily enough. [And you've always got MoG for those few times].
[PvE speaking. I have no idea about PvP performance, as I don't PvP]

That´s why I wanna ask: Is it possible to softcap a reggen stalker without gimping it to the ground?
