The bolded part doesn't fly for me. I remember when ALL outcasts had elemental powers, not just the level 10 or 15+ ones. The developers DO change mobs if they are overpowered.

And I seriously doubt the law bit. As I recall, there were several games where players could play as Axis/Nazis or at least against them (Wolfenstien, for example) released before CoH. And that would be a VERY sloppy move to make for an international company.

You know, the Council didn't get those status affecting attacks for their lower level minions. But at the same time, the 5th Column NEVER got toned down in that regard. Kinda odd isn't it? More fuel for the conspiracy theorists?
Though I guess I should have specified more that I was just speculating when it came to mentioning someone in Legal misunderstanding the German laws, and an overreaction from the company. Even if NCsoft is an international company, they're still only human. Plus, bear in mind that Cryptic Studios(and not just the people that went over to NCsoft/Paragon Studios) still had a say in City of Heroes when the 5th Column got removed. You know what they say about too many cooks spoiling the broth.

The Council are basically a rebalanced 5th Column, mechanically.
