Set bonus's are limited per name.
I tried this on a stone tank. Once you hit 5 7.5 boosts, that's it. no more count.
You can still get other recharge boosts, like 5%, or 6.5%, or 10% (purple), but you can only have 5 of any single named IO bonus effect.

If you are unable to stack 5 LotG 7.5% rchg + 5 set bonus 7.5% rchg, than that is something new. Since IOs have been available, it has been possible to stack these. I have not checked in a long time, but I have in the past tested and put 5 LotG plus 3 set bonus 7.5% and gotten the recharge from all 8. I look forward to seeing your results so we can know if this has been changed.

I'm pretty sure this isn't true. So I just picked up 2 sets of Kinetic Crash impacts on Live and will transfer my stone to test and see whether or not this is actually true.

What matters is the name of the bonus as it appears in your "Powers" tab in character info. You can only have 5 of any one name as it appears in that list. An LotG: Recharge has its own name, separate from a that given by "actual" set bonuses of the same magnitude.

Castle further elaborated on the rule of five in I13 Closed Beta saying that the exclusion of more than five of the same bonuses is based on the name of the bonus and not its value. For example, a character can benefit from up to five global benefits of Luck of the Gambler: Defense/Increased Recharge Speed, which gives a global +7.5% bonus to Recharge Rate, as well as up to five set bonuses of +7.5% Recharge. That's because the first bonus is named "Luck of the Gambler: Recharge Speed" while the second is "Huge Recharge Bonus". One can find the names of the bonuses listed in the Combat Attributes window. |

LOTG are a global bonus that is treated as a seperate bonus when regarding the rule of 5.
You can indeed have 5x 7.5% bonuses from sets such as basilisks gaze or kinetic crash, and also have 5x LOTG global 7.5% bonuses on the same character.
This is how I achieve 120% + global recharge bonuses on characters while using no purple sets. I have several on live with this configuration, so I promise it works the way im saying.

looks like I can go ahead with my build, Mids was treating all 7.5 recharge as the same pool.

Edit: I threw together an Earth/FF controller to test that on, and it's not doing that for me. I slotted 5 LotGs, two sets of Basilisk's Gaze and a set of Kinetic Crash, and it isn't showing any warnings.

I'll add my anecdotal data that the LoTG doesnt count for the limit of 5 x 5.75
You can 5 x LoTG plus 5 x set bonues of 5.75. Though only tested with the 5 x set bonus plus a couple of LoTG's
I don't suffer from altitis, I enjoy every minute of it.

Yes, this has long been put to rest, but somehow continues to rear its ugly head from time to time.
As has been pointed out above, set bonuses "stack" toward the Rule of 5 cap by using their UNIQUE BONUS NAME (as appears in your character's "Info" screen on the "Powers" tab). Since the LotG +7.5% Recharge IO has a completely separate and unique name for its bonus, it is completely separate and unique from other +7.5% bonuses.
As UberGuy pointed out, if someone is not experiencing the above, then it should be considered a bug and perhaps reported as such.
