Acc/Dam Level 5O IO (the 53s do not exist) thats 26.5% to each
Acc/Dam Level 50 HO that is a straight 33.3% to each
Acc/Dam level 50++ 36.67% to each
Acc/Dam level 53 HO (they do exist but are very rare) is 38.33 % to each

There are no lvl 53 enhancement sets, even though some sets have lvl 53s listed on the Black Market/Wentworths, there are none available, but there are bids on them.
With that said, It really depends on what you want. If you want to have set bonuses go with IOs, if you're more of a hami user, then go that route. In the long run in my opinion, it's better to go the IO route. You can use both hami's and IOs in your build as well and benefit in both ways.....

in my opinion, what HOs are best for is a one slot filler. for example, some hold powers also do decent damage. so you can 4 slot the power with a nice Hold IO set, like Basilisk. then slot a acc/dam or dam/range and get some extra bang for the final slot or two.
I think in the long run if you want your heroes/villains to be at their"best" that investing in IOs is the best way to go. Hamidons are still useful, but can be difficult to acquire(depending on which ones you want) and even from doing the STF or LRSF, even though you can pick a "hamidon" as your reward, what you get is random. Personally for me, my luck in getting good hamidons was far and few and I'd rather take the merits and save them up and do random rolls(saved up 800 or more go some good rolls too).......

In powers where a single HO can enhance three useful aspects of a power (i.e. Membranes in Fortitude) HOs are often a no-brainer. On the other hand in most other cases it's a trade off, HOs are slightly more powerful but generally not worth the loss of set bonuses. On the gripping hand in powers where the available IO sets are of limited utility and you're going to Frankenslot anyway HOs offer a strong upgrade over dual aspect IOs (which you're likel;y to be using in frankenslotting)
