I love WP and Regen.
I like regen because of the different playstyle...but one thing that always makes me choose WP these days is fear protection.
WP has it...regen does not.

What is the percentage(roughly) of enemies with terrorize powers?

I don't know the answer to your question but I have lots of experience with both sets and I would suggest regen....

WP is a super set but only tanks seem to have the HP to make the %'s shine.

For something as little as fear protection I wouldn't let it rule against making a Regen.

I don't have a percentage for you, but I can tell you that as I have both toons..The only time my regen ever gets terrorized is from the Famine rider in LGTF and Hami mito's or Hami himself whichever one it is..Never been other than that with my regen. And they both happen to fall on the same TF lol

For heroes? The only enemy that I know has fear is Herald of the Tsoo. (edit)oh yea, the one hell rider too(/edit) It's got to be 1% at most.

Honestly it's so rare that you'll likely only notice it in some custom AE, rare enough that you can just combine your insps for a break free if the need arises. If you really don't like fear though, you can take tactics, you'll have the endurance to run it and it provides some fear protection.

NPCs that terrorize are few and far between, so you're pretty safe without it. Until WP came out, the only set with Fear prot was DA, and DA didn't have immob or KB protection. Of course, in his constant quest to make anything new better than anything old, Castle has seen fit to give */Shields and */WP full mag protection from all 4 of the big mez effects (Hold, Sleep, Immob, Stun) as well the nominal "screw you melee" mez effect (Knockback, Knockup) and all three of the rare mez effects (Confuse, Terrorize, and Repel). Comparing the mez protection of the old sets to the mez protection of the new sets will always end up giving the old sets the short end of the stick.

Man, I don't remember a Tsoo ever fearing me, ever.

Other than the Horseman mentioned above (from one mission in one Task Force) there's...um...oh yeah, Jack in Irons. And also...um...Jack in Irons next year.

I'd say the percentage of fearing enemies is substantially less than 1%, Heroside.

Now villains, well...everybody knows that criminals are a superstitious and cowardly lot.

Hahah, sailboat I admit, I didn't actually 'remember' them fearing me, I just went on to wikipedia and scanned all the enemies that I thought it was possible had fear (I'd assumed death moon, but even fearsome stares a hold so...)

Fearsome Stare is a fear, but Petrifying Gaze is a hold. (Sorry about the nitpick.)

As has been mentioned, fear in PvE blueside is pretty darn rare. A few more places you could run into fear is fighting Longbow (Gaussian's arc), Dr. Aeon (he has a dark clone with Fearsome Stare), and Ghost Widow. If you plan on turning your Scrapper into a Vigilante/Villain with GR, you'd also have to face the fears that are more plentiful - but still not overly common - villain side. (There are also fears in PvP, if that's important to you.)

Having said that, I don't think I'd let that one hole dominate your choice. If you have more fun playing Regen instead of WP, play Regen.

I was actually okay with the immob hole. >.>

Some other mobs you "may" run into with fear are:
1)The illusion control longbow wardens. But that's just one arc.
2)Jack in irons use a long duration fear power that last longer then a small breakfree.
3)Those unseeles that are with the GMs douring the holloween event.

However, like everyone else has said, just have some breakfrees for those rare moments.
