That doesn't matter - players can't totally defeat Recluse either - doesn't stop them being shown as evil though

My dear, evil is a point of view. To the Loyalists, the supposed heroes of Paragon City are evil. They come from a world constantly teetering on the brink of destruction, see themselves fit to judge another world (such arrogance), and then decide to overthrow the government just because they don't like it.

So who, exactly, is evil again?

Maybe the loyalists wont be overthrown if they listen to the resistance a little and have less imposing laws.

And maybe the resistance wont get destroyed if they obeyed those less imposing laws.
