Yes he is, which is why if even he can't manage to get them, it's not just "the oldest" players who can, no one can. They are, for all intents and purposes, as unobtainable as the 1st year veteran badges.

The badges that are impossible to gain atm are:
Celebrant: 1 year anniversary
Reveler: 2 year anniversary
5'th column gladiator (for having 1 & 2 anniversary)
Pursuer: Logging in nov 2006 (launch of cov)
Liberator (For taking an item of power. The item of powers where removed after CoP trial... well some time after)
Bug-Hunter: (Given by a Dev to a player for finding a game-breaking bug (in theory))
Passport: Moving chars from US to EU within a certain time.
As said from posters above some will have them (old badge veterans) others will not. If beefcake had moved to Eu for the badge then... well his char would not be able to get back, but he would have gotten a badge.
Harder to get are the Veteran Badges and the Dayjob badges.
Rest of the badges are possible (so hunt for fun). We who are shut off from the "impossible" badges got 689 badges that we can collect. I've included the Dayjob and Veteran badges in this count. (So reduce that amount with what you feel proper).

Well the 21 day requirement for the dayjobs makes it impossible to currently have every single one yet. They were added to the live version of the game on Dec 2, 2008 and would take roughly 462 days to get them all... possibly less if you were in a dayjob location for 21 days already when you signed on the day it was released, and even less if you took advantage of the locations that gave multiple credit before they "fixed" them.
Either way.. I think we still have at least a few weeks before anybody collects them all.. and even then, the only people who could have ALL badges are the longest-term players that have all the veteran badges as well. |

For Bug Hunter it is a rare badge. Story goes to around a handful having that badge. So by all means as Ironblade said, not impossible. However rewarded by a Dev/GM at said persons will, thus in theory not impossible. So i'll moderate the impossible to ultra rare then.
Power Liberator, oh right, name change (sound of hand meeting forhead). Wish to see it in the future though.

Always beware of a character under level 40 with multiple debt badges.
And the advice the others gave about having a badge character and others with a lot fewer is good advice to keep in mind.
