Best Defense Debuff AV

I'm trying to build an AV designed to take down a character who is soft-defense capped. Any suggestions? In the approaches I've tried, the debuffs take too long to stack.

I'd go with an Earth/Rad either way, Quicksand and Rad Infection are both autohit and Earth gets a pet, which I believe have a to-hit bonus, and I think the Earth pet's powers also debuff defense.
Actually, I'd go Earth Control/Rad BLAST, as each rad blast has a defense debuff in it.

I LOVE the concept, but in execution it's falling short. I was having some issues getting the powers to activate, so I reduced the AV down to just Rad Infection and Earthquake. The infection was deactivating in under 10 seconds, and the earthquake wasn't firing at all.

Custom critter toggle debuffs aren't actually toggles, they are clicks with a set duration. If Earthquake isn't firing I'd /bug it. Unfortunately if it isn't working I'm all out of ideas, because that's the only thing I can think of that cuts right through capped DDR.

Your other option would be to go with to-hit buffs....so that probably means Super Strength or Devices. Devices gives your guy a to-hit buff and not much else that is useful, and Rage can be waited out. Aim and Build Up on a single critter can also be easily avoided.

Cold Domination/Rad Blast?

Mind Control/Psy Blast? (Dominate Being Unpositional, holding and therefore suppressing the defense?)

Anything with a tohit buff. Take a look at Arcanaville's AT challenge for good ideas. Take a soft-capped toon, and die a lot.

Super Strength / Willpower will be the hardest thing to bring down overall, SS/Rad(Emission) would probably be the most offensively dangerous thing to someone relying on soft-capped defenses.

However, there are lots of wild cards that would be tricky for soft-capped characters. Earth(control)/Plant(control) would be an example. As a pet, carrion creepers would have base 75% chance to hit, not 50% (in effect, +25% tohit) and I believe quicksand autohits. The combination can be nasty if the player is unaware of these facts and simply charges in. My recollection from I14 beta was that these were too nasty to put in significant numbers in my original scrapper challenge mission (which had both SS/Will Bosses and Fire/Fire Bosses stacking autohitting auras and -perception, if that puts things into perspective).

I'm liking the suggestions already given. Another option is Storm Summoning: Tornado is an autohit defense debuff, and Freezing Rain ticks will eventually hit a streakbreaker. One drawback: since the costume critter creator doesn't treat Storm Summoning as an attack set (for shame), you can't combine it with a buff/debuff or defense. No Storm/Rad Emissions allowed, awwww.

So maybe Super Strength/Storm Summoning surrounded by Nemesis LTs?

Superstrength with rage and knockout blow is the easy way out, if your goal is to completely frustrate people.

If your goal is to make it a threat instead of a massacre, I would suggest against it. Unfortunately there's not a lot of to-hit buffs available to custom enemies that don't also have a rather large increase in damage. Targeting Drone is probably the biggest available one. You could also choose a damage set with high innate accuracy, such as weapon sets, archery especially. I'd suggest looking at high innate accuracy attacks and to-hit buffs instead of defense debuffs, since powersets that rely heavily on defense have resistances to them. A super reflexes character would practically ignore them.

EDIT: After messing around in AE for a while, I think the best option if you're not going for rage+KO blow insta-death, is to make a Katana/Devices AV, give it targeting drone, and caltrops and gun drone if you want (for the little bit of autohit damage and the gun drone's high innate accuracy) and have it spawn with custom enemies that have fortitude. Archery deals less damage than Katana, and I found that Archery/Devices tends to want to use taser and web grenade all the time. Katana has a 1.05x innate accuracy, and all of it's attacks except for divine avalanche have a 10% defense debuff. Going in with my SR scrapper, the only way I was able to get it so the AV wasn't hitting me half the time was by using elude and all of my toggles, and that was just with two fortitudes on the AV.
